The Constitution provides for "allowance" for Members of Parliament, but this does in fact not include "superannuation"! in fact, the framers of the constitution made clear that officers in high places could not contribute towards their own superannuation scheme. Also, other then for its own employees, the Commonwealth of Australia has no constitutional powers to legislate in regard of "superannuation" as it does not fall within Section 51(xxiii) INVALID AND OLD-AGED PENSIONS
