The framers of the constitution were very much concerned about any religious conflicts, and that the Commonwealth of of Australia ought to be free from religious conflicts. Hence, no kind of religious laws is Federally permissible (Albeit states have that rights). A prayer therefore offends the right of those who have a different belief or have no specific belief, as well as offends the very intentions of the framers to keep religion out of the parliament all together.
