The middle east has a huge problem of scarcity of water. I propose an arrangement to have oil delivered in the traditional fashon of oil tanker ships. The difference would be that the oil would need to be held in a large urithane bladder. Once the oil has been delivered,fresh water would then be pumped onto the ship. The water would not be held in the bladder. currently oil tankers return empty except for sea water that is taken on as balast. Already contamination of the gulf states has occured for example the box jellyfish. Another advantage would be in the event of the tanker being sunk, the oil would be contained and possibly recovered.
