There is a great misconception that Section (xxix) of the Constitution "external affairs" is an allow all and everything to fund other nations. This is a misconception as the framers of the Constitution made clear that "external affairs" was limited to what elsewhere was already provided as a constitutional legislative power and no more.
therefore, to provide aid to foreign nations, etc. all is left to the States.
