The framers of the constitution made clear that the Commonwealth of Australia could only legislate for the whole of the Commonwealth, and not part thereof. As such, there can be no exclusion zones of the migration zone, as unless the Migration Act relates to the whole of the Commonwealth of Australia it is and remains unconstitutional for so far it is purported to be otherwise.
