Federal Parliament often legislate beyond constitutional powers or in prohibition thereof. "Citizenship" is a clear example. it is a State legislative power and has nothing to do with nationality. Hence, having a constitutional council to advise the Government, the people and the Courts may avoid such unconstitutional legislation to occur.
